Matt Browne is senior fellow at the Center for American Progress. He is former director of Policy Network, and an expert on transatlantic relations.
He has worked for leaders, prime ministers and progressive presidents around the world and international organizations like NATO and the WTO.
He holds a Telecommunications Engineer degree from the Polytechnic University of Barcelona, Master of Science and Ph.D. degrees in Electrical Engineering and Computer Science from the Massachusetts Institute of Technology.
He was a member of the Telecommunications Area of the Technological Institute of Postgraduates of Madrid.
He graduated in Law from the University of Oviedo and is a practicing lawyer.
He has been a member of the Parliament for Asturias since 1982 and President of the Commission for Justice at the Parliament.
Regarding his activities as a lawyer, he has been Rapporteur for several Bills of law, among which the following are noteworthy: Lawsuit law, Law on Criminal Liability of children under age, Statute of Autonomy of Asturias, Penal Code, Jury Law, Law on Incompatibilities of High Ranking Officials, Reform of the Law on Limited Liability Companies, Law on Local Financing, Law on the Modernization of the Local Government, etc.
He holds a PhD in Economics from the University Complutense and a Master in Public Finances and Economic Planning (Instituto de Estudios Fiscales). He has taught at several Universities (Basque Country and Rey Juan Carlos) and is the director of macroeconomic analysis at Intermoney (Grupo CIMD).
He is specialized in several financial aspects like the existing correlation between labor relations in a company and its stock market quote or the macroeconomic determinant of bank arrears.
From April 18, 2004 to February 12, 2007, he was Minister of Justice in the Government of José Luis Rodríguez Zapatero. In October 2007, he was named General Secretary of the PSC-PSOE.
On October 28 2006, he was officially appointed to be the candidate of the PSOE for the presidency of the Canary Islands for the autonomous elections in 2007. His candidacy during these elections was the most voted and got the highest number of representatives to the Parliament of the Canary Islands (26 out of 60) but, through an agreement between Coalición Canaria (19 MPs) and Partido Popular (15 MPs), he was ousted from the regional presidency.
On July 2, 2008, he was appointed to lead the list of the PSOE during the European elections of June 2009. He got 21 seats and is currently the spokesperson of the PSOE at the European Parliament.
He holds a PhD in Economics and Business Sciences from the Universidad Autónoma of Madrid, and a Master’s Degree in Economics from the College of Europe in Bruges (Belgium), and is a graduate in Economics from the University of Kent (UK).
He has published several articles on economy, international relations and politics in specialized journals and media. He is an economist and works in the Study Department of the Spanish Economic and Social Council and is currently on leave of absence.
He is currently a national Member of Parliament for the Spanish Socialist Party.
He holds a PhD in Physics from the University of Seville and since 1980 has been Professor of Thermodynamics at the Escuela Superior de Ingenieros of Seville.
He has been the President of SODEAN (the Andalusian Energy Agency) and ISOFOTON (a leading manufacturer of solar devices), and currently leads the research group on Thermodynamics and Renewable Energies and the Adalusian Institute of Renewable Energies.
He has been an expert in energy and climate change for the WWF since March 2002 and was the coordinator in Spain for the campaign “Europe needs to assume the leadership” in the region of Spain.
Between 1998 and 2005, he was in charge of the design, approval and implementation of projects for the protection of the ozone layer in developing countries financed by the Multilateral Fund for the Implementation of the Montreal Protocol. Likewise, he participated in the development of the joint network on climate change and the protection of the ozone layer and Baltic countries.

He has been Vice President of the Development Assistance Committee of OECD and Director of the Permanent Representation of Spain at the Organization in Paris, Consul of Spain in Colombia and has worked in the Directorate General of International Economic Relations of the Spanish Foreign Affairs Ministry.
He has published several articles and given numerous lectures on international relations and development cooperation. He has been guest lecturer at several Spanish universities and at the Institute of Political Studies in Paris. He majored in Law and holds a Diploma in Business Studies from the Deusto University.
