Jesús Caldera has been a member of the Spanish Parliament since 1986 and has been the Executive Vice President of the IDEAS Foundation and Secretary of Studies and Programs of the Spanish Socialist Party (PSOE) since July of 2008.  He holds degrees in politics, law and sociology and was the coordinator of the electoral programs of PSOE in the General Elections of 2004 and 2008.
 
He is an expert in the expansion of both individual and collective rights. During the time he served as Minister of Labor from 2004 to 2008, he was the driving force behind the Promotion of Personal Autonomy and Attention for Dependent People Law, considered the fourth pillar of Spain’s welfare state and the Equality Law, which placed Spain at the forefront of effective and legal equality between men and women.

 
As Minister of Labor, he also pushed for the Independent Contractor Statute that stabilized the labor market by putting an end to the historic discrimination to this group of workers. The Statute for Spaniards Living Abroad was another achievement.
