Vice President of the IDEAS Foundation and Secretary of Ideas and Programs of PSOE. He is graduated in Political Sciences and Sociology from the Complutense University of Madrid and in Law from the UNED. He has been an MP for Salamanca since the II Legislature. He has been the Spokesperson of the Socialist Group at the Parliament between 2000 and 2004.
As Minister of Labor between 2004 and 2008, he prepared the Promotion of Personal Autonomy and Attention for Dependent People Law; y the Equality Law, which placed Spain at the forefront of effective and legal equality. He also pushed for the Independent Contractor Statute 2005 and 2004, which stabilized the labor market by putting an end to the historic discrimination to this group of workers. The Statute for Spaniards Living Abroad was another achievement.
He was the coordinator of the electoral programs of PSOE in the General Elections of 2004, 2008, and 2011.
